At this year’s C2 Montréal, we had the privilege of hosting a masterclass that dove deep into a transformation story not often told on stage. This story isn’t driven by shiny dashboards or overnight tech miracles, but by deliberate strategy, cultural evolution and pragmatic composability.
The team that led this masterclass:



They unpacked what it really looks like when a complex, highly regulated enterprise sets out to modernize at its own pace, with ambition.
The real challenge: A legacy holding back ambition
Loto-Québec’s digital operations were long constrained by a monolithic tech stack. Over time, this rigid infrastructure had become a barrier to innovation, slowing development, creating silos across teams and limiting the organization’s ability to personalize or scale customer experiences.
But the biggest challenge wasn’t just technical. It was shifting people’s mindsets. “Every business unit had its own definition of the customer,” Bruno said. “Projects were done in cycles, every four to five years, with little evolution in between. We needed to build a foundation that could support continuous innovation.”
Why composability? A practical response to real-world complexity

In Bruno’s words, the shift came when they were given a "blank page" and asked: What would we build if we started today?
They realized the solution wasn’t to disrupt existing systems but to build a faster, modern framework alongside them. “We couldn’t stop the old train, so we built a new one next to it,” Bruno said.
From house of brands to branded house: Cultural shift first, tech second
All of that work was to unify the organization, break down silos and move Loto-Québec toward a singular brand and customer vision. Key to that was strong leadership support, a clear north star and empowered champions within the business.
With Valtech’s support, Loto-Québec launched the ATE program, a MACH-powered transformation focused on delivery and organizational enablement. That meant upskilling teams, creating new governance models and encouraging experimentation at every level.

A true partnership, not just a project
What made this transformation stick? Trust and co-creation. Valtech partnered with digital, legal, procurement and business teams to build something sustainable together.
We adapted to their pace. We shared the risks. And we moved forward as one team — even through surprises, setbacks and evolving constraints.
“We’re not here to impose a model,” Meryem said. “We’re here to guide, to challenge and to adjust. That’s what makes the partnership work, and what makes it last.”
Where are they now?
Today, Loto-Québec is still evolving, but with momentum, direction and a strong foundation. The transformation is ongoing and realistic. “There’s no silver bullet,” Bruno said. “But we knew the status quo wouldn’t get us to where we want to go.”
Meryem underscored this point with a reminder to keep the big picture in mind. “Transformation isn’t about chasing the next big thing,” she said. “It’s about building the muscle to adapt, again and again. Composability is just the start. Resilience is the real goal.”
As Gabriel closed the session, he shared a message that resonated with many:
“We didn’t come to tell a story of disruption. We came to show that reinvention is possible, even in the most complex environments — when strategy, culture and technology move together.”
